Electricity Transmission Licence Requirements

Complete list of documentation and information required for applying for an Electricity Transmission Licence from the EWRC.

Corporate and Regulatory Documentation

  • Completed Application Form
  • Certificate of Incorporation and Certificate of Business Registration
  • Memorandum and Articles of Association, or Deed of Partnership
  • Evidence of lease or other acquisition of land (as applicable)
  • Tax Clearance Certificate for immediate past three (3) years (if applicable)

Business and Financial Information

  • Business Plan
  • Asset register
  • Financial statements (profit & loss, cash flow statement, and balance sheet) for previous three (3) years
  • Off-take Agreement or Arrangement

Project Documentation (Greenfield Facilities)

  • MoU with or Letter of Intent from Engineering Procurement Contract (EPC) Contractor (if applicable)
  • MoU with or letter of intent from the technical partner (if applicable)
  • Financing Agreements or letter to fund the project from financial institution(s)
  • Feasibility study, including economic and financial analysis and social impact assessment for new transmission lines
  • Environmental Impact Assessment (EIA) for new transmission lines

Network Agreements and Infrastructure

  • Network Agreements with Distribution or Trading Licensee
  • Single-line diagram of the entire Transmission Networks (above 33 kV)
  • Single-line diagram showing points of connections to major loads/power stations
  • Number, Names, Capacities and Locations (GPS coordinates) of Transmission Sub-stations
  • Number and Lengths of Transmission Lines
  • Interconnecting Transformers (Number, types, capacities)

Demand and Load Forecasting

  • Monthly or seasonal forecasts of electricity demand in the area of supply (disaggregated by customer category)
  • Estimates of number of customers, by customer category
  • Estimates of technical and non-technical losses
  • Total System Peak Load to be connected
  • Maximum Capacity of Network (MW, MVar)

Sub-stations and Equipment Layouts

  • Sub-station layouts diagrams showing bus layouts, electrical circuitry, lines, cables, transformers, switchgears, earthing arrangements, switching facilities and interlocking arrangements
  • Numbering nomenclature of transformers, circuits, circuit breakers, and isolating switches
  • Reactive compensation equipment details (details of compensators installed)

Transmission Line Parameters

  • Designation of transmission lines and route length
  • Number of circuits and operating voltage(s)
  • Per circuit values: positive, negative, and zero phase sequence reactance, resistance, and susceptance (ohms/km)
  • Thermal rating and other electrical specifications

Transformer Parameters

  • Rated MVA, Voltage Ratio, and Vector Group
  • Positive sequence reactance and resistance on rated MVA base (Max., Min., & Normal)
  • Zero sequence reactance on rated MVA base
  • Tap change range and details of tap changer
  • Neutral grounding transformer/Resistor values
  • Type of cooling system

Equipment and Protection Systems

  • Circuit Breakers specifications
  • Isolating switches and current transformers
  • Potential transformers and lightning arresters
  • Relay protection installed with settings and coordination level
  • Transmission Metering details

Communication and Safety

  • Transmission Lines Right of Way and Trace Clearance
  • Details of Communication and SCADA Facilities available
  • Health & Safety Policy
  • Environmental Impact Assessment (EIA) for new transmission lines
