Water Distribution Licence Requirements

Complete list of documentation and information required for applying for a Water Distribution Licence from the EWRC.

Distribution System Layout and Infrastructure

  • Layout showing locations of pumping stations, storage tanks, mains, hydrants, isolation valves, flushing valves, standpipes, and public taps
  • Water mains information: locations, sizes, lengths, depths, and types of materials used
  • Special protections where water main crosses roads, bridges, railways, river crossings, or wetlands
  • Descriptions and specific designs of pumping stations and storage tanks
  • Storage tank capacities and specifications

Distribution System Pressure and Design

  • Report with design information demonstrating minimum pressure of two (2) bars throughout distribution system at all times
  • Distribution pressure specifications and maintenance plans

Water Quality Monitoring Plan

  • Description of methods to comply with standards and regulations
  • Locations of sampling points throughout distribution system
  • Frequency of sampling at each point
  • Types of analyses to be run on samples
  • Personnel qualifications for sample collection (certified water system personnel, certified laboratory)
  • Training programs for monitoring personnel

Water System Operations Plan

  • Leakage detection and repair procedures
  • Routine maintenance schedules and procedures
  • Network monitoring and control systems

Disaster and Emergency Response Plan

  • Notification procedures to Commission
  • Notification procedures to consumers
  • Actions to be taken in event of emergency (earthquake, water supply disruption, power outage, contamination incident)

Customer Services

  • Service hours per day
  • Strategies to handle complaints raised by consumers
  • Response time to address complaints

Commercial and Financial Information

  • Asset register including status and condition of assets
  • Financial statements (profit & loss, cash flow statement, and balance sheet) for previous three (3) years
  • Expenses breakdown: wages and salaries, royalty fees, operation and maintenance cost, depreciation, other financial expenses

Environmental Compliance

  • Environmental Impact Assessment demonstrating compliance with EPA environmental standards

Contractors Obligations and Capacity

  • Demonstration that supplier can provide customers with drinking water of impeccable quality in sufficient quantity at proper supply pressure
  • Water Supply concept and strategy
  • Operation and Maintenance strategy and rehabilitation concept
  • Planning, construction, operation and maintenance of facilities with documentation
  • Monitoring of water protection areas and untreated water quality
  • Provision of water and resource management procedures
  • Risk analysis and assessment procedures
  • Specification of monitoring strategies and control measures
  • Operation and maintenance of technical equipment
  • Organization and implementation of standby emergency service
