Water Production and Transmission Licence Requirements

Complete list of documentation and information required for applying for a Water Production and Transmission Licence from the EWRC.

General Water System Information

  • Description of proposed water supply system (name, service connections, population to be served)
  • Estimates of residential, commercial, school, industrial, public taps, and agricultural connections expected to be served
  • Information about date of construction and/or rehabilitation of the water supply system
  • Service areas to be covered by the water supply system
  • Map of facilities showing locations of water sources, catchment areas, treatment facilities, storage facilities, and primary transmission lines
  • Feasibility study, including environmental impact assessment, economic and financial analysis, and social impact assessment
  • Five (5)-Year forecasts of demand and supply plan for water (disaggregated by customer category)
  • Number of customers by customer category and service area
  • Estimates of technical and non-technical losses
  • Five (5)-Year forecasts of supply by source
  • Relevant contracts or agreements with other water service providers
  • Approved tariffs in use (if applicable)

Source Water Information and Rights

  • Description of water source: nature (surface, ground, sea water), type of collection structure (dam, wells, rivers)
  • Capacity of source (dam storage capacity in m³, well/river capacity in liter/sec)
  • Location of source and raw water quality report by season
  • Full description of intakes (if surface water source)
  • Information on existing and proposed wells/boreholes (depth, recharge, maximum pumping rate)
  • Copy of water use permit from Authority authorizing raw water abstraction
  • Demonstration that proposed source is sufficient to reliably serve anticipated demands for at least 30 years
  • Water demand forecasted for five (5) years for source, distribution, and entire system

Water Source Safety and Quality

  • Report of vulnerability assessment to contamination (mining, agricultural, commercial, domestic activities)
  • Remedial actions proposed if source is susceptible to contamination
  • Report on raw water analysis by Competent Authority tested and proposed source water treatment
  • Compliance with WHO drinking water standards

Treatment Facilities and Design

  • Type of water treatment and treatment scheme to be used
  • Flow diagram showing locations and relationships of individual treatment process units
  • Backwash system information
  • Design criteria/parameters used for treatment units
  • Planned design capacities and operational capacities (if different from design)
  • Type and dosages of treatment chemicals, method of feeding
  • Demonstration that all chemicals comply with national standards

Disinfection and Storage Systems

  • Disinfection equipment, feed rates, residuals, contact times, and CT values
  • Capacity of treated water storage tanks at treatment plant and other storage locations
  • Material used for storage construction
  • Description of sludge treatment and disposal arrangements
  • Description of treatment process control and metering plan

Transmission System Information

  • Layout of transmission system showing pipe dimensions (diameters, length, materials)
  • Maximum pressure specifications
  • Pumping stations (pumping rate, pressure, energy consumption)
  • Service Reservoirs (storage capacity, material, frequency of storage cleaning)
  • Valves and bulk meters information
  • System Control philosophy details

Electricity and Operational Requirements

  • Electricity supply requirements for treatment system
  • Source of electricity for treatment system
  • Operational and maintenance procedures
  • Personnel qualifications and training requirements
